Ehh really most of the clitoral hood is clitoral shaft skin. The free end of homologous to the foreskin, which does hide the penile glans. And the vulva is on the outside.

The vulva is more visibly prominent in some women than in others. This is largely a function of the size of the labia majora. In my opinion, conceptualizing female genitalia as “internal” has led to the shaming and pathologization of the ~50% of women who have labia minora and clitoral hoods (so really the projection of the clitoris itself) that protrude.
