No. Most (~3/4ths) of the descending segment of the clitoral body is external. More is external than you describe.

The average length of the descending segment of the clitoral body plus the glans is 3.75 cm according to Lepidi and Di Marino. This is consistent with the measurements taken in our study (need to check exact numbers).
