No, that is ridiculous as no one is “inherently bad.” However, with the way humans and morality works, people don’t apply the same moral standards to those they see as “other.” This has explained crimes against humanity throughout the course of human history and is a very complicated problem. Women, due to physical/biological limitations, have historically been oppressed at least since dawn of civilization (function of them being more vulnerable and not necessarily more “good”). But different races have been dominant in various societies at different times. I don’t think it is unreasonable to presume some biological differences between races, though I think this has little bearing on this phenomenon.
