The answer is because women are seen as too complicated and emotional. Needs for more than P in V action are just not seen as valid. It’s because sex is framed around male orgasm. It’s because the importance of male orgasm is legitimized by reproductive need. It’s because of power dynamics. It’s because men don’t want to recognize women as being as sexual as they are. It’s because women have been historically incentivized to repress sexuality so they can raise the price and exchange it for resources. It’s about fear of female sexuality. It’s about a need for parental certainty perhaps.
