This is just a social contract. You don’t actually need religion to enforce a social contract. Really, some inherent principle of a so-called “golden rule” is evolutionarily ingrained as humans are social creatures. We have to agree on how we treat each other and treat each other how we want to be treated. Otherwise we can’t survive in groups.
