First of all, you’re comparing apples to oranges. The diameter of the penile glans is about 6 times that of the clitoral glans (unaroused for both). Approximate both the clitoris and penis as paraboloids of maximum diameters and heights of 5 mm and 30 mm, respectively. Then V = pi*h^3/8. Then the volume of the penile glans is approximately 216 times that of the clitoral glans.

Measurements of other aspects of the clitoris, reported in various studies, have been highly variable depending on methodology. Measurements for the body vary significantly. Still, the external body (shaft) of the clitoris is probably about 1/7th to 1/6th the length of the shaft of the penis. So again, the size ratio is about 216:1.

The bulbs and crura are quite large. What’s interesting is that the man and woman from the Visible Human Project appear to have the same net volume of erectile tissue.
